:As per policy bill satify first two conditions as he have both rollback and auto patrolled on english wiki for a long time.Now according to 3rd condition crat can only grant anybody this flag if no one opposes but as vibhijain has opposed this So condition slightly changes.As vibhi has no special right but another two votes which include me and Siddhartha.
