The first floor has seven plain windows, three of them behind the portico, and all of them larger than those on the ground floor. On either side of the building are two tall towers in Wren style with elaborate columned pavilions surmounted by smaller pedimented ones, and on top of each is an obelisk surmounted by a golden owl. In front of the building on each side there are similar obelisks and owls, and prominent gold clocks are attached to the sides of the building at second-floor level.
