:Sushil, I don't understand what are you trying to prove here. We (Wikipedians/Wikipedia editors) "develop content [either] under a free license or in the public domain". There is a huge difference between free license and public domain. The content we write on Wikipedia is by default under free license ''not'' in public domain. But I can choose to release files in public domain.
